Daily press briefing of the Serb National Council of Kosovo and Metohija

The Serb National Council of Kosovo and Metohija welcomes this decision by the municipal board of Leposavic which consists of representatives of opposition parties. This brave decision clearly demonstrates that the SNC in principle does not oppose elections and registration as democratic processes critical to the building of democratic institutions, even though it cannot officially support elections throughout Kosovo and Metohija due to a lack of basic human rights throughout the entire territory of Kosovo. This decision also confirms the position of the SNC that in Kosovo, Serbs can made decisions in accordance with the circumstances under which they live and that the central bodies of the SNC do not have the intention of imposing their decisions upon all local SN Councils. If the representatives of the Serbs in Leposavic believe that they have the basic conditions and freedom for a normal life, there is no reason for them not to take a more active role in the democratic process in the Province and enable their voice to be heard in political life.
The SNC does not have the intention of BOYCOTTING the election process but will request an official LEGAL EXEMPTION from the international community for regions where conditions for elections do not exist. It will also accept the possible naming of municipal representatives by UNMIK wherever minimal conditions exist for the functioning of municipal structures. Until full conditions for a free life are created, the Serbs will nevertheless realize their administrative rights and services through the local offices which are already being formed through the cooperation of the SNC and the UN mission.
The representatives of the SN Council of Leposavic have expressed their readiness to participate in the building of regional democratic institutions in Kosovo and Metohija in accordance with Resolution 1244. This decision does not collide with the basic commitment of the SNC that the future of Kosovo lies in a democratic Serbia and Yugoslavia.
