Covic Announced Working Groups

22 Feb (B92) - Nebojsa Covic, the president of the Coordination Center for Kosovo announced establishing of the new joint working group in Pristina and Belgrade that will be obliged for creating of the better living condition for the Serbs in Kosovo and enable the return for the displaced. Covic says that the joint working groups will work in cooperation with the Serbian groups from the province, with the UNMIK police and with Albanian Governmental institutions.
Covic said that one of the main purposes of Belgrade is the improvement of the cooperation with the institutions and the representatives of the international communities in the Province. After Covic's meeting with the special envoy of the German ministry for the Southeast Europe Johannes Handel in Belgrade it was announced that the two of them had talked about the political conditions in Kosovo especially the relationship of the international community toward them.
Miroljub Labus, deputy president of the Serbian Government said that the Government carefully analyzes the conclusions of the EU ministers and that Belgrade would like to be an active partner in creating a future for Kosovo. "We would like to see the Serbian Government as an active partner in the negotiating process and in the resolving of the question for the standards and the status", said Labus and he also added that Government would like to solve Kosovo status question in the framework of Serbia process for getting closer to the European Union.
WHAT QUESTIONS HAD BEEN OPENED BY THESE CONCLUSIONS
EU chiefs of diplomacy had sent the message this Monday that Kosovo will not go back to the situation like it was before 1999, and the progress in the establishing of Kosovo status will depend on the results of the estimation of the reaching of the democratic standards. European Union ministers' conclusions about Kosovo had meet different reaction in Serbia and in Kosovo.
Oliver Ivanovic, the representative in Kosovo Assembly says that EU is becoming the main partner in the talks about Kosovo. "EU conclusions are one step more for the US departing all the critical points in Europe. I assume that sooner or later EU will become the main negotiator in this case. Resolution 1244 will still remain and will not be given up easily. That is giving us some guarantees that essential autonomy is the maximum for the other side", said Ivanovic.
Ivanovic added that the negotiating position of Belgrade would be much better if Serbian Government would decide on constructive cooperation with the EU and with the UN and if they would fulfill the obligations and continue with the integration process of Serbia and Montenegro in international union.
Other Serbian political representatives from the north Kosovo assessed that EU is dividing Kosovo from Serbia and they called Belgrade to remind to the international community that the standards in the Province are not fulfilled.
Marko Jaksic, president of the Serbian municipalities union said that the EU conclusions are the first phase in the separation of Kosovo from Serbia. He accused the domestic diplomacy and the foreign affairs minister Vuk Draskovic of not working enough on protection of Kosovo: "Simply he was not engaged enough in proclaiming of Serbian policy acknowledged in the parliament. That is just proof that we failed on the diplomatic plan".
He thinks that Belgrade and Kosovo Serbs will stay harmonious and start demand together from the international community to start with the resolving of the Serbian question in Kosovo, not just the Albanian one.
Milan Ivanovic, the president of the regional Serbian national council says that the resolving of the situation should go step by step. That way Serbia would have more time to get organized better and to come out with a united strategy and to access the real and acceptable solution.
Ivanovic quoted for the EU stances partly are responsible the authorities in Belgrade because of the weak policy toward Kosovo.
