BRUSSELS, Feb. 22, 2005 (BETA) - Kosovo will not go back to pre-1999 times and progress toward determining the province's final status, in line with U.N. Security Council Resolution 1244, will depend on Kosovo's success in enforcing internationally-mandated standards, EU foreign ministers said at a meeting on Feb. 21.

The ministers also said that the future of the province can only be imagined within a multiethnic and democratic Kosovo, that truly provides protection to minorities, and the cultural and religious heritage of all its communities.

Emphasis was also placed on the fact that Kosovo needs to respect the right of displaced people and refugees to return to their homes and the role of the return process in ensuring regional stability, as well as adherence to EU standards.

In a debate on development in Kosovo, the ministers underscored the fact that full and unconditional cooperation with the International Criminal Tribunal for the former Yugoslavia in The Hague is essential to closer relations with the EU in the future. Also, they warned that the Kosovo authorities need to secure the surrender or arrest of suspects charged by the ICTY in Kosovo.
