Solana: Standards condition for discussion of Kosovo future

BRUSSELS, Feb. 22, 2005 (BETA) - EU High Representative for the Common Foreign and Security Policy Javier Solana said in Brussels that unless Kosovo puts into place standards required of it, the province's status will not be debated. He added that participation by Belgrade is key to the region's push for EU membership and the implementation of these standards.
On Feb. 21, Solana told a news conference held during a recess of a meeting of EU foreign ministers that without these standards, talks on the status of Kosovo will not begin at the middle of the year or in its second half.
Solana went on to say that these standards involve respecting the rights of minorities and a multiethnic Kosovo, adding that unless these two elements are secured, Kosovo stands little chance of getting a wholly positive assessment. He also pointed out that a process crucial to stabilizing the situation in the Western Balkans is due to begin in 2005.
