Belgrade, Tanjug Nov 29 - The Serbian Government is firmly convinced that decentralization of authority in Kosovo is the best path for securing the survival and security of Serbs and other non-Albanians in the province, stated the Head of the CCK Nebojsa Covic at the session of the UNSC.
Pointing out that basic rights of Serbs and other non-Albanians are still being inconsiderately violated in Kosovo, Covic underlined that only additional and better institutionalization of their position could guarantee the survival of a multiethnic society in the province.
Emphasizing that direct participation of representatives of authorities in Belgrade would secure the success of talks on decentralization, Covic warned that any kind of solution reached without the active participation of Belgrade would be unsustainable. The representative of the Serbian Government welcomed the position of UNSG Kofi Annan that the beginning of talks on the status of Kosovo is unacceptable until standards are fulfilled, but warned that certain international community factors have taken a different approach.
Covic said that the proposals by UNSG Kofi Annan to the SC on Kosovo, where he underlines adherence to UNSCR 1244 and the stand that the beginning of talks on the province's status is unacceptable until set standards are reached, "give hope, but differ greatly from what is happening on the ground."
