Final report on reconstruction of Serbian Orthodox sites in Kosovo - 2006

The reconstruction of these sites is not only in function of restoring them to the previous state but primarily to encourage our faithful people that the Church is going to stay in Kosovo and Metohija, regardless of the status of the Province and that our holy shrines will again live with liturgical life in them. This is our obligation as the Church, not only towards those few Serbs who stayed in Kosovo and Metohija and are waiting for the bells of Ljeviska and St Nicholas in Pristina to ring again, but also towards those who wish to see a concrete example which will encourage them to return to their holy sites in which they were baptized and grew up, said Bishop Teodosije on the occasion of publishing of the final RIC report on reconstruction of Serbian Orthodox sites in 2006.

In order to inform our readers on ther results of the work done by the CoE led Reconstruction and Implementation Committee (RIC) which was established on the basis of the MoU between the Patriarch of Serbia Pavle and the Provisional Institutions of Kosovo in 2005, KIM info-service has made available the full report on the reconstruction works in 2006 on its server.
 
Due to recurrent attacks on reconstructed Serbian Orthodox sites the RIC in cooperation with UNMIK, UNMIK police, KFOR, Kosovo police and PISG is working on comprehensive security measures for all RIC sites, particularly in ethnic Albanian majority parts of Kosovo. The representatives of UNMIK have already informed the Serbian Ministry of Culture on these measures after the Belgrade authorities had expressed serious concern after the most recent acts of vantalism. The project for the security of these sites and the video surveillance is already being prepared which would provide better and more efficient security of the reconstructed sites. Bishop Teodosije, the Serbian Orthodox Church (SOC) representative in the RIC has already insisted on these measures several times before because after the reconstruction the sites in ethnic Albanian majority areas have often been targeted by looters and vandals (Obilic, Podujevo, Prizren, Pec, Urosevac). The last case of vandalism at St. John the Baptist church in Pec this month has made it clear that a sustainable reconstruction is hardly possible without adequate security measures. 
 
After the vandalism the Pec Municipality agreed to cover the expenses of the repair of the damage so the door and the windows on the church have been replaced. During 2007 additional reconstruciton works on this site are planned both inside the church and in the courtyard, including the reconstruction of the parish house. At the moment there are only 10 Serbs (out of pre-war 18.000) in Pec and they are eagerly waiting for their parish church to be active again hoping that this would encourage others to return to Kosovo. At the same time a project of the return in the Patriarchate street (leading to the Monastery) is under way.
 
Serbian Orthodox Church has constantly instisted on reconstruction as the best answer to those who hoped to destroy traces of Serbian Orthodox culture and religion in Kosovo. At the same time the Church has pointed out that the reconstruction of her sites is the best way to encourage its people to stay in their homes and together with their Church try to build future in Kosovo despite all difficulties and challenges. Immediately after March 2004 riots the Church repaired dormitories in two burned monasteries: The Holy Archangels and Devic in which monks and nuns returned one month after they were forcefully expelled. In this way the Church has demonstrated its strong determination to stay in Kosovo regardless of its future status and security challenges. As a response to such a position of the Church a particular Annex in the Marti Ahtisaari's Proposal for the status of Kosovo has been focused primarily on providing conditions for sustainable future of the SOC in Kosovo and preservation of its holy sites.

The RIC report is presented to the public in order to provide objective information and facts about the reconstruction process and not to make "political propaganda" for anyone. "I wish we were not in position to reconstruct these sites, said the Bishop, and that they had never been destroyed. However the reconstruction of these sites is not only in function of restoring them to the previous state but primarily to encourage our faithful people that the Church is going to stay in Kosovo and Metohija, regardless of the status of the Province and that our holy shrines will again live with liturgical life in them. This is our obligation as the Church not only towards those few Serbs who stayed in Kosovo and Metohija and are waiting for the bells of Ljeviska and St Nicholas in Pristina to ring again, but also towards those who wish to see a concrete example which will encourage them to return to their holy sites in which they were baptized and grew up. The reconstruction of the destroyed sites in cooperation with the international community and the local institutions, the existence of which we cannot ignore, has therefore no political goal, but is only that what we as a Church are obliged to do for our faithful people - to testify in a living way that we have existed, that we still exist and will exist in Kosovo and Metohija", said Bishop teodosije on the occasion of publishing of the final report of the RIC on reconstruction in 2006. "Whether we will suceede in this or not - it is difficult to say having in mind a complex political and security situation. Our Bishop Artemije has always taught us that doing the work of God we always do what we are obliged to do and it from the Providence of God it depends whether it will be successful or not. We as clergy must with our own example call the people to return and not to wait others to do that in our name", concluded Bishop Teodosije, the SOC representative in the process of reconstruction.
 
Bishop Teodosije was appointed by the Holy Assembly of Bishops of the Serbian Orthodox Church in May 2005 an official SOC representative in the process of reconstruction of SOC sites in Kosovo destroyed in March riots 2004. The SOC Holy Assembly of Bishops in November 2005 appointed Bishop Teodosije a representative of the SOC in contacts with foreign dignitaries in Kosovo in regards to the reconstruction of sites and the future status of Kosovo. As the Patriarch's deputy in the SOC Kosovo Council Bishop Teodosije has participated in the negotiations regarding the preservation of the Serbian cultural and religious heritage in Kosovo in Vienna on several occasions during 2006. Bishop Teoosije has also taken an active part in the interreligius conference in Pec Patriarchate in May 2006 which was hosted by the Seriban Orthodox Church with a particular blessing of His Holiness Patriarch Pavle.
 
Beside his regular function of the auxilliary bishop for Kosovo and Raska regions (Raska and Prizren Diocese), Bishop Teodosije is an Abbot of Visoki Decani Monastery. In addition to regular monastic and pastoral duties Bishop Teodosije is actively working on providing humanitarian aid to Kosovo Serb returnees through the Decani Monastery Relief Fund (DMRF). http://www.kosovo.net/dec_relfund.html

In order to give impression to our readers of the work done by the Reconstruction and Implementation Committee we are presenting some comparisons of the sites before and after the reconstruction works. The report in PDF contains full information on all sites on which the work was done during 2006. RIC will continue its work in 2007 when it is expected that the majority of planned reconstruction interventions would be completed.
 
With the short presentation of the work of RIC in 2006 we would particularly like to thank all RIC members with Ms. Emma Carmichael as a chairwoman, UNMIK, MYCS and all Albanian and Serbian contractors who performed the works for all their efforts. The special gratitude belongs to the representatives of the Regional office for cultural heritage in Leposavic led by Arch. Zoran Garic and other experts from Serbian regional cultural heritage institutes who provided necessary project documentation and expertise.

Bogorodica Ljeviska (The Holy Virgin of Ljevis) 14th century is a UNESCO
World Heritage Site that was seriously damaged by Kosovo Albanian rioters in March 2004.
After the RIC intervention the roof was replaced, the belfry consolidated and
the works on conservation of frescoes are expected to be continued this year
