Italian foreign minister visits Visoki Decani Monastery

Bishop Teodosije expressed his especial pleasure at being able to welcome the Italian foreign minister in the monastery which represents one of the most important holy shrines of the Serbian Orthodox Church. He used the opportunity to thank the Italian government for the protection of monasteries and Serbian enclaves in Metohija by the Italian KFOR contingent for the past seven years. Bishop Teodosije advised Minister Fini that the Serbian Orthodox Church is vitally interested in the protection of its faithful and its holy shrines in Kosovo and Metohija, and that it is counting on the understanding and support of Italy, which has many friendly ties with Serbia

Italian foreign minister Gianfranco Fini and his closest associates visited Visoki Decani Monastery today and met with Vicar Bishop Teodosije of Lipljan, the head of the monastery. Minister Fini arrived in Decani Monastery together with the Italian ambassador to Serbia-Montenegro, Mr. Antonio Zanardi-Landi), and was also accompanied by the commander in chief of KFOR, Italian general Giuseppe Valotto, general Claudio Mora and local Italian commanding officers.

Bishop Teodosije advised Minister Fini that the Serbian Orthodox Church is vitally interested in the protection of its faithful and its holy shrines in Kosovo and Metohija, and that it is counting on the understanding and support of Italy, which has many friendly ties with Serbia.
 
Minister Fini informed Bishop Teodosije that Italy will do everything within its power to help the Serbian people and the holy shrines in the Province. He emphasized that the future of Kosovo can only be multiethnic and that the international community will strongly insist on this in forthcoming negotiations.
 
Minister Fini is presently on a visit to Kosovo and Metohija, where he visited the Italian military base "Villagio Italia" near Pec to share the joy of the Christmas and New Year's holidays with the Italian troops stationed there.
 
On December 10, Bishop Teodosije met the French Foreign Minister Blazy during his visit to Pristina and expressed his concerns for the future of Serbian people and its holy sites in Kosovo.

"You are the builders of peace and not those who go around with rainbow flags." Thus said Foreign Minister, Gianfranco Fini, to Italian soldiers in Kosovo. "Between those who build peace and the pacifists, there is the same difference as between a photograph and a caricature." Fini thus thanked the soldiers for their difficult undertaking that brings sacrifices and he did so on behalf of the "large majority of the Italian people". He said that Italy is respected in the world above all for its capacity to take on responsibilities. Fini also paid special thanks to the soldiers families.

Fini then talked about the Italian flag as the "symbol of humanity and solidarity" and that "with their history the Italian people will never be perceived as occupiers but will be perceived always as troops in the fight against misery, poverty, and civil war." Fini, who was wearing a blue baseball cap with the symbol of the Fifth Alpine Regiment, concluded his speech with a toast to the 2,250 Italian troops in Kosovo, of whom 10 percent are women. (AGI)


Italian Army protects Visoki Decani Monastery for the second time in the last 100 years



Entry in the Visoki Decani Monastery book of impressions by an Italian officer of the carabinieri, dated May 25, 1941. The officer writes how he was hospitably received by the monks and makes special mention of the well of mineral water by the river close to the monastery.
 

Immediately after the establishment of an independent Greater Albania under the protectorate of Mussolini, Albanian Nazi units (Balli combetar) began a campaign of destruction of Serb villages and shrines. An honorable Albanian informed the abbot of the monastery at the time, Archimandrite Teodosije, that the Ballists were preparing to destroy Visoki Decani monastery, too. The night before that fateful day, Father Makarije secretly ran over the hill to Pec and sought the assistance of the Italian Carabinieri, who arrived in the monastery first thing in the morning and stayed to protect it. The monastery remained under the protection of Italian soldiers until 1943, followed by German soldiers who remained stationed there until the end of the war.

Kosovo tops Italian official's agenda

BELGRADE -- Wednesday -Italian Deputy Prime Minister and Foreign Affairs Minister, Gianfranco Fini, focused most of his discussions with Serbian President Boris Tadic around the Kosovo status crisis.

Fini said that the solving of the Kosovo status issue and the implementation of international standards in the region should be two parallel processes, adding that Italy's stance is that there can be no return to what Kosovo was like in 1999, nor can the territory itself be divided.

The Italian senior official added that the government in Belgrade must reach a political consensus regarding the status question, and take the initiative in the coming discussions.

"Italy knows that, when talking about Kosovo, it is not just some region or province, we are talking about the cultural identity of a people. I think that our awareness of this helps us understand what must be done and how the problem needs to be solved. Italy believes that it is, most importantly, necessary to have a maximally united, political, democratic stance in Serbia and Montenegro." Fini said.

Serbia-Montenegro Foreign Affairs Minister Vuk Draskovic said, after meeting with Fini, that Italy, as a member country of the Contact Group, will do everything in its power to ensure that the force of justice prevails over the actual use of force.

Mark Sopi, the Roman Catholic Bishop of Kosovo, used the pulpit during the Christmas celebration in the Cathedral of St. Antonio in Pristina to support the cause of independent Kosovo:

"The Birth of Christ can be compared to the birth of new reality in Kosovo". He particularly urged his congregation to pray for Kosovo's independence.

After the official protest of the Belgrade authorities and the Serbian Orthodox Church to the Representative of the Holy See in Serbia and Montenegro, the Apostolic Nuntio, Eugenio Sbarbaro confirmed that Vatican is fully supporting the UN Security Council Resolution 1244 which fully recongizes the sovereignty of Serbia Montenegro in Kosovo which is currently administered by UN administration.

Sources in the Serbian Patriarchate expressed their regret that religious services are used for spreading political messages, particularly in the circumstances that human and religious rights of Kosovo Serbs and other non-Albanians are still being blatantly denied and violated by Kosovo Albanians. The Church representative could not confirm whether this act of Bishop Sopi will have negative consequences on cooperation of religious leader in Kosovo, but he said that this issue will be particularly discussed at the next session of the Holy Synod.

In the wake of possible visit of Pope Benedict XVI to Belgrade unconstructive behavior of Roman Catholic clergy in Kosovo is seen as one of a serious obstacles for interchurch relations and ethnic reconciliation in Kosovo.

Kosovo: Italian Minister Visits Troops

After a visit to Belgrade, Italian foreign minister Gianfranco Fini arrived in Kosovo on Wednesday for talks with Prime Minister Bajram Kosumi, and to visit Italian troops, serving with the international forces (Kfor). Talks with Kosovo president Ibrahim Rugova, who suffers from lung cancer, were cancelled due to illness. Fini's talks with leaders in Serbia and Kosovo have focused on the upcoming talks on the final status of the province, under UN administration since 1999.

Talks on Kosovo's status are expected to start in January. Ethnic Albanians, who make a 1.7 million majority against some 100.000 Serbs in Kosovo, demand independence, which Belgrade opposes.

"Even in the talks today I had occasion to repeat that the independence of Kosovo has not already been decided" Fini said after meeting Kosumi.

"Independence on certain conditions may be the outcome of the negotiations but the authorities in Pristina must, with coherent behaviour, show the international community that they can guarantee the respect of international standards."

Fini reiterated that the discussion on the future state of the province "must go hand in hand with reaching standards especially regarding the multi-ethnic nature of Kosovo, not just the protection of the Serb minority but also the right of refugees to return home" he said.

In some cases they are well below minimum standards, he noted, especially regarding the rights of refugees to return home, while in other sectors they comply more than 50 per cent.

Referring to the differences of position between Serbs and Albanians on the future of the province Fini said: "Independence for the Kosovars is in some way the promises land, the aim that they must not lose. Obviously Belgrade's position is much less flexible.... It's clear that much good will is required on both sides and the EU must play an active role".

Accompanied by Kfor commander, general Giuseppe Valotta, Fini also paid a visit to Serbian monastery Visoki Decani, which is being guarded by the Italian troops. Italian soldiers are protecting most Serb religious shrines since scores of churches and monasteries were damaged or destroyed in last year's ethnic Albanian riots.

Apart from bilateral relations, Fini's talks with Serbian leaders in Belgrade also focused on the Kosovo issue. He said that the solution should be reached by compromise, not to be imposed from outside, and called on Serbian leaders to display "maximam unity on the matters of state interest, so that Belgrade could better defend its position".

Two new incidents in Zvecan and southern Kosovska Mitrovica

Kosovska Mitrovica, December 28, 2005

Two new incidents occurred last night in Zvecan and southern Kosovska Mitrovica in which no one was hurt, regional Kosovo Police Service spokesman Sami Mehmeti confirmed for the International Press Center.

Just after midnight, at approximately 00:30 a.m. a hand grenade was tossed into the yard of a house in Zvecan, which is inhabited exclusively by Serbs. The head of household reported only damage to his house and automobile to the KPS, as there were none injured.

Also last night in the southern part of Mitrovica, unknown persons opened fire from a moving vehicle at a policeman (Kosovo Police Service) who was going to work. According to the police statement, there was an exchange of gunfire with the policeman. No one was hurt and the attackers fled in an unknown direction.

The prosecutor and a police investigative unit searched the location of the incident with a forensic unit. An investigation is in progress.


Tadic: I Will Not Sign Kosovo Independence

Belgrade, 28 Dec (RTS)

In an interview for Radio Television Serbia (RTS), Boris Tadic, president of Serbia, stated possible solution of giving Kosovo independence cannot be disregarded. He said this also applies to any other forced solution. Tadic pointed out he would not sign a document giving Kosovo independence.

There needs to be a careful observation on what every politician is doing and not on what he is saying, stated Tadic. “Battle for Kosovo is being led on two fields. One is international-law field, and the other is the political field,” said Tadic and added that international law depends on politics and political interests, and that this is why a political decision is reached from the political and not the law field even tough international law is on Serbian side. “This does not mean Serbia is leaving international law position and its legal legitimacy,” said Tadic.

Serbian president emphasized that negotiation team supports protection of sovereignty and territorial integrity of the country and that this is why constitutional law solution cannot be classic but realistic and compromising.

According to Tadic’s evaluations compromising solution is one which enables total territorial integrity and sovereignty over the province, at the same time allowing possibility for institutional connection between Serbs and Serbia.

“What is at stake is a realistic proposal which under the new circumstances when there is no territorial  connection between Serbian enclaves, cannot be pointed to as a proposal for dividing of Kosovo,” said Tadic. “We are dealing with a negotiation strategy which will be on the negotiations table as early as in the first days of January,” said Tadic and added that working groups of Serbian government and the presidential cabinet are making all possible efforts in stopping a forced solution, because if that happens it will put the state in a very hard position.   

Tadic also emphasized that key country members of the UN Security Council must be constantly reminded how it is in their interest to stop independent Kosovo and Metohija, since it is their interest to see stabile Serbia, since stability of the Balkans is essentially connected with not allowing a legal precedent such as independent Kosovo and Metohija, and because it is in their economic interest that Serbia becomes stable and favorable for investments.

Tadic, stated that Serbia needs a new government, which will be composed of democratic forces, and which will be able to “hold thru” the Kosovo negotiations, referendum in Montenegro, and negotiation on stabilization and association with the EU.

Macedonian Muslims in kosovo.netplaint from Attempts at Assimilation

Skopje. The chairman of the Association of the Macedonian Muslims Ismail Bojda claims that Bulgaria is going to open its representation office in Dragas, the biggest municipality in the Gora region in Kosovo, the Macedonian Vreme newspaper reads today.

"It's obvious that this is one more attempt at assimilation of Macedonians living in Kosovo. It's sad because the Macedonian government will once again fail to do something to protect its people", Bojda said adding that Gorani people live in very hard conditions with no status. Bojda has pointed out that Kosovo authorities, as well as authorities in Bosnia and Herzegovina are also assimilating the Gorani people.

Yesterday it was reported that a Bulgarian national community has been established in Kosovo and that over 200 Gorani people have applied for Bulgarian passports.

Vreme adds that the Macedonian Ministry of Foreign Affiars have announced that it will give detailed data about the problem in the next few days.

However, they have denied to comment the problem with the Bulgarian passports that seems to be more complex, the newspaper comments.

Shooting in northern Kosovska Mitrovica again (RTS)

Unknown persons fired several shots at one of the three skyscrapers in northern Kosovska Mitrovica, but nobody was wounded in the attack. The police reported that three flats were damaged. Police investigation is underway.

Kosovo police release suspects (B92)

KPS has released five suspects who were brought in for interrogation regarding the shootings of two Serbs in Kosovska Mitrovica on Sunday night. KPS Deputy Regional Commander in Kosovska Mitrovica Ergin Medic said that the five suspects were in the vicinity of the victims during the time of the attacks, but added that the shooting victims could not give a positive identification on any of the five suspects. “KPS will step up security measures and maximally engage itself in providing safety for all Mitrovica citizens,” Medic said.

Serbs protest in northern Kosovska Mitrovica (RTS)

The latest incidents in Kosovo show that ethnic cleansing of Serbs is underway in the province, and that only Kosovo Serbs are resisting it, it was said at a peaceful protest rally in northern Kosovska Mitrovica, attended by more than 1,000 Serbs. UNMIK was asked to respond whether they are able to provide security for Serbs in Kosovo. If they are not, the only solution is the return of the Serbian Army and police to Kosovo.

Raskovic-Ivic and Batakovic: Necessary decentralization of Kosovo (RTS)

Decentralization is for both Belgrade and the international mediators the key topic in negotiations on the future status of Kosovo, as the survival of the Serb community in the province will depend on it, underlined the Head of the CCK Sanda Raskovic-Ivic. She said in Belgrade that UN Special Envoy Kai Eide and UNMIK Head Sřren Jessen-Petersen had also rejected the plan of the Albanian side on decentralization pilot projects. The Serbian President’s Advisor Dusan Batakovic said that the survival of Serbs in Kosovo was possible only if they are allowed to link the municipalities where they are the majority population and establish constitutional and legal ties with Belgrade. Batakovic pointed out that the decentralization processes must also relate to churches and monasteries of the Serbian Orthodox Church in the province.

Bulatovic: Security stable in Serbia (RTS)

Security in Serbia is stable and there are no security risks that could endanger the republic in the following period, said the Director of the Security Information Agency (BIA) Rade Bulatovic. While presenting the report on the work of this agency in the second half of the year, Bulatovic said at the session of the Serbian Parliament Board for Security that only possible escalation of violence in Kosovo, which could be out of control of the international forces, could lead to the deterioration of the security situation. He pointed out that the political-security situation in Kosovo has been representing a significant factor for a long time now, which most directly influences the stability of the region and the beginning of negotiations on the final status of the province.

Vujacic: Progress in relations with the US (Tanjug)

The SCG Ambassador in Washington Ivan Vujacic assessed that the US initiative for resolving the future status of Kosovo had been aimed at moving this process forward without defining a final plan or status of the province. The status should be defined during the negotiations, and the US will play an important role in this, as well as other Contact Group member states, Vujacic told Tanjug, summing up relations between the SCG and the US in the previous year.

Ivanovic: Serbs not a minority (Beta)

SLKM leader Oliver Ivanovic will not meet with the Kosovo minority leader “because Serbs in Kosovo are not a minority.” He stated that he has not met with the head of the Advisory Council for minorities of the Kosovo negotiating team Veton Suroi “because Serbs in Kosovo are not a minority.” Ivanovic said that he could always meet with Suroi as the ORA leader, but not as the head of the Advisory Council for minorities. He said he would present the stands and ideas of his list to the Belgrade negotiating team, and not to the Advisory Council for minorities.

Holy See still firmly for UNSCR 1244 (RTS/Tanjug)

Apostle Nuncio in Belgrade Eugene Zbarbaro told Tanjug that the Holy See was still firmly supporting UNSCR 1244 and “it will remain that way until the international community and the interested local parties find a new solution for Kosovo.” The apostle nuncio set out that position following the statements by Bishop Marko Sopi, apostolic administrator for Kosovo, in which he, the media reported, compared the birth of Christ to “the birth of a new reality in Kosovo” and called on the faithful to “prey for an independent and sovereign Kosovo.” Zbarbaro has stated there is no change of the stand of the Holy See towards Kosovo and that the Vatican continues to firmly adhere to UNSCR 1244. That stand of the Roman Catholic Church was directly conveyed by the Holy See leadership to Presidents Marovic and Tadic, as well as Foreign Minister Draskovic, during their visits to the Vatican in August and September this year,” said Zbarbaro.

Platform on resolving Albanian status in southern Serbia (RTS/Tanjug)

At a meeting in Presevo, held without the presence of the public, leaders of four Albanian parties from Bujanovac, Presevo and Medvedja have adopted the “Platform on the resolution of the status of Albanians in southern Serbia,” while the board members of these municipalities should make this document official. Tanjug has learned that this platform envisages that, if Serbs in Kosovo receive autonomy, the same would be valid for Albanians in southern Serbia according to the reciprocity system. There is also an annex in that document, stating that, in case of change in the status of the province, Albanians who live in the municipalities of Presevo, Bujanovac and Medvedja will also demand that this territory unites with Kosovo. The text of the platform has also been sent to Veton Suroi, one of the Albanian representatives in the negotiations on the final status of Kosovo.

Batakovic: Albanians from Presevo deteriorating situation (RTS)

Member of the Serbian negotiating team for talks on the future status of Kosovo Dusan Batakovic has said Albanians from Presevo in southern Serbia will try to deteriorate the situation with their extremist position in order to improve the chances of Kosovo getting the status desired by the majority of Albanians. It is a fact that Albanians in Presevo live essentially different compared to the Serbs in Kosovo, they have a normal self-government, they elect and dismiss mayors on their own, there are no threats either for their property or safety, they travel freely,” Batakovic told a press conference. “Serbs in Kosovo have none of that. Non-readiness by the Albanian community is amazingly high for any sort of small concession to the Serb community in order to only survive in Kosovo,” said Batakovic. If Serbs in Kosovo lived like Albanians in Presevo, it would be easier to reach a solution,” said Batakovic.
