Istok, Suvi Lukavac, 26. September 2003
A group of 40 Serbs, representatives of 21 Serbian families including all
ten members of the Dubic family arrived to Suvi Lukavac village, near
Istok, yesterday late afternoon. They are the first group of displaced
Serbs who decided to return to their village destroyed by ethnic Albanian
extremists after the war in 1999.
Before the war 46 Serbian families lived in Suvi Lukavac village. After
visiting their destroyed homes the returnees from the first group were
transported to the neighboring Serb village of Osojane. There they will be
provided temporary accomodation until Monday when the reconstruction of
their houses at Suvi Lukavac is expected to begin.
Serb returnees from Suvi Lukavac will be escorted by UNMIK and KFOR to
their village every day in order to assist reconstruction of their new
homes.
The displaced Serbs from Suvi Lukavac fled Kosovo after the end of the
conflict in 1999 and spent four years in refugee camps in Kraljevo,
Belgrade, Kragujevac and Gornji Milanovac.
The return is
organized by the Working group for returns and the "Pecki okrug" headed by
Milivoje Ribac. It is expected that 200 Serbs will return to this village,
out of 350 who had lived in Suvi Lukavac before the war.
The food, fuel and clothing for the returnees were provided by the German
Government and the Danish Council.
Displaced Serbs
are generally dissatisfied with the present UNMIK policy on returns which
is seen as one of the major obstacles to the return process. "If it were
up to UNMIK only, Serbs would not return in 200 years", said Goran
Pavlovic from Istok. On the other hand Serb returnees are full of praises
for KFOR which has provided military protection necessary to survive in a
hostile surrounding.
The head of "Pecki okrug" Milivoje Ribac said that the Serb enclave of the
"Osojane valley" beside 300 returnees who had already returned to the
neighboring villages will now count 500 returnees alltogether. The returns
to Saljinovac and Tucep villages are expected to occur soon.

20:40 Belgrade attorney Toma Fila, who is defending the president of the
Serb National Council of Northern Kosovo and Metohija Milan Ivanovic and
its executive board president Slavoljub Jovic, both accused of violence,
stated today that he expects both men to receive at most a suspended
sentence.
20:20 The Democratic Youth Association of Kosovo and Metohija and the
Serbian National Assembly of Metohija have begun a series of protests in
Belgrade in front of the embassies of countries that have zones of
responsibility in the Province.
20:00 The UNMIK police spokesman in Pec Zol Fingentol (sp?) advised that
in the explosion that occurred today in the center of the city Democratic
Alliance of Kosovo activist Ramiz Murici was seriously injured and
subsequently hospitalized in Pec. Ingentol said that Murici was wounded at
approximately 10:30 as he was getting into his car, under which an
explosive devise had been planted.
19:40 Kosovo president Ibrahim Rugova stated today in Pristina that it
only a matter before the world will recognize the formal independence of
Kosovo.
13:00 The fact that the US, as a member of the Contact Group, supported
the plan of UNMIK chief Harri Holkeri for the beginning of dialogue
between Belgrade and Pristina mid next month in Vienna shows that the US
administration officially supports this idea, stated the advisor on
European security and cooperation in the US House of Representatives,
Robert Hand.
12:40 On Thursday Albania welcomed the decision of the Contact Group to
support all initiatives directed toward the establishment of an atmosphere
of goodwill and cooperation between Belgrade and Pristina through open and
constructive dialogue, the Albanian foreign ministry said in a statement.
12:20 A group of 50 displaced Serbs from Kosovo arrived safely last night
in the Kosovo village of Osojane, as organized by the international task
group for the return of the Serbian population to Kosovo.
12:00 The chairman of the Serbian parliament's Committee for Kosovo and
Metohija, Momcilo Trajkovic, stated on Thursday evening in Zvecan that he
supports the announced dialogue between Belgrade and Pristina but that he
believes that these talks are not ready.
11:40 Serbia and Montenegro president Svetozar Markovic stated in New York
that he and UN secretary general Kofi Annan had reached agreement that
there were still problems in the implementation of UN Security Council
Resolution 1244 on Kosovo.
