NATIONAL ARMY (ANA) CLAIMS BRIDGE BLAST IN NORTHERN KOSOVO - ISLAM BERISHA
AND HAMZA BEHRAMI SAID TO HAVE DIED A "MARTYR'S DEATH"
In
the statement, signed by "Colonel Ilir Kodra", ANA reaffirmed its
responsibility for the mining of the railway bridge at Lozishte tė
Mitrovicės (Mitrovacko Loziste) near Zvecan, on April 12 and gave
aditional specific information on two of its members who died in this
operation: "Two members of ANA (AKSH) died a martyr's death in the
operation: Islam Berisha, known as "commander Lami" from Pristina and
Hamza Behrami from Mitrovica", it is said in the statement

PRISTINA
-- Monday _ The outlawed Albanian National Army has claimed responsibility
for the mining of a railway bridge near Zvecan in the predominantly Serb
inhabited area of North Kosovo. In ANA'S statement published on its
web-site (www.aksh.org) it is confirmed
that "special units of its Adem Jasari Division had blown up the bridge
which connects the occupied part of Kosovo with Belgrade". "Mitrovica is
Albanian soil and we will not allow it to be occupied by Serbs any
longer," it is said in the statement.
UNMIK police have immediately dismissed the claims of ANA, saying there is
no reliable evidence that the Albanian National Army had been responsible
for mining the bridge. UNMIK Police Spokesman Barry Fletcher said that
only one unidentified body was found near the blasted bridge while ANA's
statement mentions two of its members who died in the operation.
"We have found
only one body and if ANA were involved in this incident we are calling
them to say who that person was, so that we could inform the family", said
Fletcher to the press today.
A response by
ANA arrived the same day. In the new statement, signed by "Colonel Ilir
Kodra", ANA reaffirmed its responsibility for the mining of the railway
bridge at Lozishte tė Mitrovicės (Mitrovacko Loziste) near Zvecan, on
April 12 and gave additional specific information on two of its members who
died in this operation: "Two members of ANA (AKSH) died a martyr's death
in the operation: Islam Berisha, known as "commander Lami" from
Pristina and Hamza Behrami from Mitrovica".
The statement
also says that Berisha was a high ranking ANA "officer" responsible for
Mitrovica region. He was promoted to the new position on March 5, 2003
during a commemoration of Adem Jashari (one of the founders of KLA who was
killed by Serbian police in Feb 1999).
ANA also
announced a solemn funeral for her "slain heroes", which gives an
additional level of reliability to their claim. If it were proved that
Islam Berisha really died in the blast it will be very hard to deny any
longer existence of this extremist organization which plans new actions,
as it is said on their Web-Site.
UNMIK Police
spokesman Barry Fletcher nevertheless remains confident that ANA does not
exists as a military formation in Kosovo.
However, this
position is quite contradictory to the text published by the Kosovo
Albanian leading daily KOHA DITORE on April 9, 2003. In this article it is
specifically said that the international prosecutor in Vitina accused two
members of ANA (AKSH) from that area (Naser Azemin, Gazmend Zeqirin and
Feriz Deliun). KOHA DITORE writes "that it was the first time that in the
courts in Kosovo a charge was raised against ANA suspicious members. It
was also the first time, KOHA DITORE continues, that the international
officials affirmed the existence and activity of ANA in Kosovo,
although so far UNMIK police and KFOR representatives denied to have proof
on ANA existence in Kosovo".
UNMIK police
also denies that ANA stands behind "mysterious appearances" of armed and
masked gunmen in the area of Decani and Pec where they even installed
illegal check points and shot at the police patrol, which was confirmed in
the police report on April 8, 2003. It was probably not by chance that two
etnic Albanians were riddled with bullets today while traveling near Pec,
in the area almost exclusively inhabited by ethnic Albanians.
The blasted
bridge near Zvecan is of strategic importance for bringing supplies for
the Serb population of North Mitrovica from central Serbia and is the most
frequently used corridor which Kosovo Serbs from other enclaves use when
they travel to Belgrade. That is why this attack, which is seen by Serbs
as nothing but a terrorist act, is seriously threatening to cut the
life-line so important for Mitrovica and Zvecan Serbs.
The police
investigation is continuing while in the predominantly Serb inhabited
North part of Kosovo fears grow that this terrorist attack may mark
begining of a new armed conflict.

Soon,
on June 10 to be precise, it will be the four year anniversary of the
adoption of UN Security Council 1244. How is this resolution being
implemented in practice? Where is Kosovo and Metohija heading: toward the
realization of substantial autonomy within the framework of the Federal
Republic of Yugoslavia, i.e., the union of Serbia and Montenegro, as
written in the Resolution 1244 or is it "sliding" toward an independent
Kosovo?
The answers to these questions can only be found in a comprehensive
analysis of the implementation of Resolution 1244. It would be good to
draw the line, to establish what in Resolution 1244 has been fulfilled and
what has not, and to establish why the provisions of this document are not
being realized in an adequate manner by those who are responsible for
doing so.
Despite the fact that four years have passed since the arrival of
peacekeeping forces (KFOR and UNMIK), security in Kosmet [Kosovo and
Metohija] for members of the Serb national community and other
non-Albanians has still not been created. They do not have freedom of
movement. Furthermore, even though the right to return is given priority
in Resolution 1244 as well as in other official documents, during the last
four years only two percent of displaced Serbs and non-Albanians have
returned to Kosmet.
On the other hand, as part of the implementation of Resolution 1244,
provisional institutions of self-government have been created in Kosmet
which in essence are not multiethnic but are practically monoethnic and
Albanian. It is on these provisional institutions that the special
representative of the UN Secretary General, Michael Steiner, has decided
to transfer additional authorities and powers. This is a sure path toward
a monoethnic Kosmet, which would not be democratic because this process is
in violation of democratic principles, as well as of human and collective
rights of members of non-Albanian national communities. If this process is
not halted, it is possible that the southern Serbian province will "slide"
into an independent Kosovo instead of creating substantial autonomy in
Kosovo as proscribed by Resolution 1244.
These are the points emphasized by Branko Radujko, advisor on Kosmet to
the Serbian prime minister, during an interview for "Politika".
Negotiations between Belgrade and Pristina have been announced. Is
there any hope that they will be held and when would they begin?
"Talks were announced, not negotiations. As a reminder, on March 3 Michael
Steiner sent a letter with an invitation for talks to late premier Dr.
Zoran Djindjic and Dr. Nebojsa Covic, the chairman of the Coordinating
Center for Kosmet. It was proposed that talks include transportation,
transport documents, identification documents, problems in Elektroprivreda
Kosovo and other so-called technical issues. The Coordinating Center
immediately sent a letter to Michael Steiner with the request to talk
about key and substantial issues as well, including returns, security,
freedom of movement and decentralization in Kosmet. However, the answer to
this letter has not arrived to this very day," says Branko Radujko.
STEINER'S MOVES
Has the Serbian Government done anything in the meanwhile?
Yes, it has. As a reminder, it formed a delegation headed by Gordana
Matkovic, the minister for social issues. The delegation included five
other ministers and deputy ministers from various departments, as well as
six members of the Coordinating Committee for Kosmet. Michael Steiner was
advised of this. However, to this day he has not sent a list with the
names of the members of the delegation from Pristina, who should be
representatives of UNMIK and provisional institutions of self-government
in Kosmet.
Michael Steiner has stated that talks have not begun because of the
assassination of premier Zoran Djindjic?
That's not true. The assassination of premier Djindjic is a tragedy and a
great loss for us. However, the Serbian Government is still functioning
and the state of Serbia continues to exist.
What is the real reason for delaying talks?
Michael Steiner suddenly and without consulting with the Serb side started
the initiative to transfer additional authorities and powers to the
provisional institutions of self-government in Kosmet. This initiative in
itself has modified the circumstances under which talks between Belgrade
and Pristina would take place. And the very act of transferring additional
powers to the almost entirely monoethnic provisional institutions would
completely change the situation in Kosmet, already so full of problems.
The UN special representative recently visited Belgrade. Did the issue
of talks between Belgrade and Pristina come up?
No. The main topic was the transfer of authorities. Michael Steiner asked
the Belgrade government to put pressure on the Serbs in Kosmet to
participate in the work of the Council for Transfer of Authorities, as
well as in the process against their interests. It's understood that the
Serbian Government does not want and does not intent to apply this kind of
pressure.
How did Michael Steiner comment on this?
He said he did not dare return to Pristina without securing transfer of
additional authorities. We do not know if Steiner said this because he is
afraid, uncertain or biased, only that his words seem almost tragic.
FUTILE DREAMS
Tragic is a strong choice of words!
I said almost tragic. And it is almost tragic that Michael Steiner fails
to react (or does not dare to do so) while Kosovo premier Bajram Rexhepi
polemizes with the highest representatives of the Council of Europe and
berates the Hague tribunal, an institution founded by the United Nations,
also responsible for the protectorate in Kosmet.
How do you comment on Bajram Rexhepi's demand that the Kosovo
Protection Corps be transformed into the armed forces of Kosovo?
Michael Steiner is here to implement Resolution 1244 where there is not
one word of mention of the KPC, let alone the armed forces of Kosovo. I
don't know who in the world would support such a demand. I hope that this
proposal will remain one of Bajram Rexhepi's futile dreams.
What is your opinion of Rexhepi's demand to transfer foreign policy
authority to them?
Mildly put, it's nonsense. There's no hint of it in Resolution 1244. As
well, section eight of the constitutional framework for local
self-government in Kosovo specifically states that this authority is
reserved for the UN special representatives and that he cannot transfer it
to the provisional institutions of self-government.
What happened with the announcement that the Serbian Government would
address the UN with regard to the transfer of additional authorities?
I am convinced that this will happen very soon. If not the Serbian
Government, then the Council of Ministers of the union of Serbia and
Montenegro will ask the UN to assess not only this "paper" by Steiner but
the entire (non-)implementation of Resolution 1244.
Serbia and Montenegro has become a member of the Council of Europe.
Teams of CE experts are preparing a decentralization program for Kosmet.
Can our country encourage the speeding up of this process?
We hope that it can. It is extremely important that decentralization be
implemented in Kosmet because it is the essential prerequisite for the
democratization of relations and the realization of human as well as
collective rights of non-Albanian communities in Kosmet.
What would you like to say in conclusion?
"I think that we have established trust between the Serbs in Kosmet and
the Belgrade government, which is of exceptional importance. This should
be nurtured. It is also essential for the Serbs in Kosmet to establish a
consensus with respect to their minimal common interests and common
representation. Unity and action can be of considerable benefit," says
Branko Radujko.
BELGRADE DECLARATION AND KOSMET
The leaders of Balkan countries adopted the Belgrade declaration at a
recently held summit meeting in Belgrade. The basic message of the
document emphasizes the need for stability, democracy and prosperity in
the region of southeastern Europe. In order to achieve stability, support
is expressed for the unchangeability of borders. Branko Radujko says that
this indirectly applies to Kosmet and Resolution 1244, which foresees that
Kosmet will stay a part of the Federal Republic of Yugoslavia, i.e., the
union of Serbia and Montenegro.
COVIC SHOULD NOT RESIGN
Commenting on the announcement of Dr. Nebojsa Covic that he will resign
from the position of chairman of the Coordinating Center for Kosmet,
Branko Radujko said that it is easy to understand Dr. Covic's weariness
because the problems in Kosmet are difficult and require enormous
engagement and effort. However, Dr. Covic's achievements in southern
Serbia and Kosmet should not be forgotten. "He is very familiar with the
problems of southern Serbia and Kosmet. He is respected at home and
abroad. It would probably be desirable to reinforce Dr. Covic's team in
order to remove some of the burden but to have him remain as the head of
the Coordinating Center for Kosmet," believes Radujko.

Serbian
Prime Minister Zoran Zivkovic and Deputy Prime Minister Nebojsa Covic had
talks in Belgrade with the leadership of the Serb RETURN coalition on the
political situation in Kosovo-Metohija. The collocutors assessed that the
process of the transfer of competences from UNMIK to provisional
institutions of self-government in the Province, as proposed by UNMIK head
Michael Steiner, is not acceptable and is additionally complicating the
situation in Kosmet and the region. Support was voiced to the stand of the
Coordination Centre of Kosovo-Metohija that dialogue on all the important
issues should be held through the High Working Group, as established in
the joint document of UNMIK and state representatives.
The
Chief of the Serbian Coalition POVRATAK Dragisa Krstovic said for KIM
Radio that today's discussion in Belgrade were held in a constructive
atmosphere. The Governent demonstrated its readiness to help Kosovo Serbs in
resolving of the Kosovo problem and reafirmed that the strategy of the late
premier Djindjic will be pursued.
"We decided
together that we would not leave Kosovo institutions", said Krstovic. He
also said that it was agreed that Serb deputies will not take part in the
work of the Council for transfer of competences from UNMIK to Kosovo
Institutions.

Zivkovic and the vice-premier Covic, POVRATAK Coalition memberw sere
received by the Foreign Minister Goran Svilanovic. "Mr. Svilanovic pointed
out importance of preserving the common interest which can be achieved by
the unity of all Serbs in Kosovo and Metohija", said Krstovic.
"Povratak" Coalition Representatives Met Covic And Svilanovic
Belgrade, 14 Apr (RTS-NS) - The "Povratak" coalition representatives have
talked today in Belgrade with Nebojsa Covic, the president of the
Coordination center for Kosovo and Metohija, and Goran Svilanovic, the S-M
minister of Foreign Affairs over TOA on to the Kosovo institutions.
"We think that in addition with the TOA, there will be a deep lack in
trust, which means that these institutions wouldn't be multiethnic, and
their work wouldn_t be democratic. In principle, we are not against the
TOA which must to happen eventually, but until then, some standards must
be fulfilled, and political and expert level of the institutions should be
high ranked. For now, without the "Povratak" coalition and without
protecting the Serbian union by all brutal minimizations, we can_t hold

BELGRADE -- Monday _ The World Association of Union Workers has requested
that UNMIK and the Kosovo Assembly halt their announced plans to privatise
kosovo.netpanies.
Arguing that privatisations should not go ahead until Serbian and
Montenegrin workers are allowed to return, a letter from the world body to
the Kosovo authorities said:
"Around 400 society companies in Kosovo cannot go up for tender until
exiled Serbian and Montenegrin workers of those companies are permitted to
return".
"Nobody but the state has the right to sell companies as their own, so
UNMIK, KFOR and the Kosovo Assembly must halt their announced
privatisations of the province_s collective companies."
The World Association of Union Workers, with over a 130 million members
worldwide, have announced that they will be sending a delegation to Kosovo
next week.
PRESS REPORT BY RADIO YUGOSLAVIA:
Under the title THE WORLD SYNDICATE ASSOCIATION WARNED UNMIK AND THE
KOSOVO GOVERNMENT, the VECERNJE NOVOSTI daily writes that about 50 thousand Serb
and Montenegrian workers, who remained jobless in the southern Serbian
province, are not paid salaries. The World Syndicate Association, with 130
million members, requested that Serbia's money does not reach Albanians' hands. About
400 socially owned firms in Kosovo-Metohija couldn't be put at tender until the return
of the expelled Serb and Montenegrian workers, who worked there. No one
except the state has the right to sell "the property of
others like being its own", and therefore UNMIK, KFOR and the Kosovo
Government have to stop the announced privatization of enterprises in the
Province.
The UNMIK
decision on privatization legalizes the usurpation of Serbian enterprises
in Kosmet, where 16 firms have been commercialized until now - PROGRES
from Prizren, SAR in Djeneral Jankovic, PIVARA in Pec and others, with
about 5 thousand Albanian employees, but not a single Serb or a
Montenegrian. Serbia participated in the Fund for Underdeveloped and
Kosmet with over 60 percent of the totally invested funds. Four years ago,
over 75 public and socially owned firms were delivered to the UNMIK
administration for management. At the same time, during the bombing, the
state suffered the damage of nearly 30 billion dollars, because of
Albanians. A growing number of Kosmet economists, Serbs, Montenegrians as
well as Bosniaks, Turks and Gorans, are convinced that the announced
privatization is a product of Steiner's haste due to his promise to the
Albanians. If Mr. Steiner says that it is early to decide on the final
status of Kosovo, and he transfers some competences onto the provincial
provisional institutions, then it is not early to start establishing what
belongs to whom in this Province - says Arif Salja, a Goran and economists
from Prizren, writes the VECERNJE NOVOSTI daily.
