Albanian was arrested Saturday for shooting and wounding a 73 year-old
Serb woman who had returned to her home in the southern Serbian province
of Kosovo, UN officials said. "She was shot three times in a stomach by a
53-year old Kosovo Albanian who was living in her house," UN mission
spokesman Andrea Angeli said.

On
Saturday, in Gracanica monastery, in a joint session of the Serbian
National Council (SNV) for Kosovo and Metohija and the SNV for Northern
Kosovo and Metohija, it was suggested that "Bishiop of Raska and Prizren
Artemije (Radosavljevic) be a member of the delegation of Republic of
Serbia, in the upcoming talks between Belgrade and Pristina." The reason
behind this move "the Serbian Orthodox Church is the basis and the
cohesion of the strength of the Serbian people".
It was also demanded "Kosovo Serb representatives be included in the work
of the working commissions for the upcoming talks". SNV compiled a list of
its candidates which will be forwarded to Belgrade and which among others
includes Rada Trajkovic, Marko Jaksic, and Randjel Nojkic.
Kosovo Serb representatives have emphasized that "they cannot or do not
want to solve their problems without their State of Serbia, without their
government, but that at the same time they cannot let Belgrade solve their
problems without their presence, like it was in Rambouillet".
"We are not confronting you. We can and want to solve our problems
together with you. We cannot be involved in the Pristina delegation
because this delegation represents the unsatisfied citizens of this
country – the Kosovo Albanians. Their goals are not same as our goals. Our
interests and their interests are diametrically opposite. In that
delegation we would be threaded as members of a minority group, which we
are not and cannot be in our own state," stresses the announcement issued
by the Kosovo and Metohija SNV.
Serb National Council official Dr. Rada Trajkovic, has declared for Radio
B92, that Kosovo Serbs are not going to take part in the Pristina- Beograd
dialog, set for the 14 Oct, if they are not on the Beograd’s delegation
side: "We are going to use all our authority and the authority of Bishop
Artemije that we have among the Serb population in Kosovo to ask Milorad
Todorovic not to go to this trip to Vienna. We have our own country and
that is Serbia, we have our own capital and that is Beograd, and we don’t
want, we cannot sit at the other side of the table, in the talks with the
representatives of our country. We are not in confrontation with the
government institutions, we want and we solve our problems only within our
country".

Serbian Premier Zoran Zivkovic told the Sunday issue of the Novi Sad daily
Dnevnik that nervousness was evident among Kosovo Albanian leaders,
because they were aware of the fact that the opening of the forthcoming
Vienna talks represented a specific step of getting further away from
their extremist aim - an independent Kosovo.

Deputy Prime Minister Nebojsa Covic said that US diplomat Richard
Holbrooke’s positions and his pledges for the independence of Kosovo
should not be paid much attention to.
The official position of the USA, the EU and other international subjects
is ‘standards prior to status’, Covic said. According to him, Holbrooke’s
pledges for an independent Kosovo shows that he came with an already
prepared stance and did not want to hear all that was discussed in
Belgrade. The reasons for that could be explained by him only, Covic
emphasized.

PRISTINA, Serbia-Montenegro, Oct 4 (AFP) - An ethnic Albanian was arrested
Saturday for shooting and wounding a 73 year-old Serb woman who had
returned to her home in the southern Serbian province of Kosovo, UN
officials said.
"She was shot three times in a stomach by a 53-year old Kosovo Albanian
who was living in her house," UN mission spokesman Andrea Angeli said.
The woman was shot and injured earlier Saturday as she was checking the
conditions of her property in the eastern Kosovo town Gnjilane, from which
she fled in 1999 in fear of revenge attacks by ethnic Albanians following
years of repression by the regime of Serb strongman Slobodan Milosevic.
A 15-member Kosovo Albanian family was living in her house in Gnjilane, 40
kilometres (24 miles) east from the provincial capital Pristina.
The woman was transferred to the Pristina hospital, and seemed to be
stable, Angeli said.
Kosovo continues to be wracked by ethnic tension four years after the
1998-99 war between Serbian security forces and separatist guerrillas from
the province's ethnic Albanian majority.
More than 200,000 Serbs fled to escape ethnic attacks, while those who
remain -- a number estimated between 80,000 and 120,000 -- live in
enclaves protected by the NATO protection force (KFOR).
The war ended with the establishment of a UN protectorate after a NATO
bombing campaign to drive Serbian forces out of the province.

21:00 Macedonian deputy prime minister Musa Xhaferi assessed today in a
telephone interview with Pristina's "Blue Sky Radio" that Kosovo is
heading toward independence and that Kosovo Albanians have no reason to
reject future talks with Belgrade.
20:40 The independence of Kosovo is inescapable and the sovereignty of the
province will have no consequences for its neighboring countires, stated
the head of the Austrian Defense Ministry's Directorate for Security
Policy Erich Raiter in Vienna today.
20:20 Commenting on his meeting sin Belgrade, former US diplomat Richard
Holbrooke said that he "got the impression that the Serbs are aware that
they have lost Kosovo" and emphasized that the Serbs "need to choose the
European Union instead of Kosovo because they have already lost
present-day Kosovo."
14:20 Serbia-Montenegro minister for minority and human rights Rasim
Ljajic stated that he does not expect quick solutions to problems in
Kosovo, "especially not next year, which is an election year in Kosovo, in
Serbia and in the US." He said that he "did not see how the Kosovo problem
could be resolved without the direct engagement of the US administration."
Ljajic emphasized that in addition to US engagement, agreements between
Pristina and Belgrade will be key in the process. "In an election year, it
is very difficult to expect any of the sides to yield because that can be
costly. That is why it is important to begin talks on technical issues
people are confronted with with discussion of political topics," assessed
Ljajic.
