In the yesterday exclusive report the
Vecernje Novosti published a text and photos showing UCK/KLA criminals
with cut off heads of Serbs. Although UNMIK and KFOR have not yet
commented this report ERP KIM Info Service has learned from reliable
sources that the investigation of these photos and crimes which they show
began a few months ago and that it may lead to additional incriminatory proofs against KLA and their leaders.

Searching for sources
and examples of this evil, the reporters of "Novosti" recently discovered
a horrific photograph, the best illustration of the bloody feasts of the
members of the KLA. On the large photograph, we see three members of the
KLA in uniform. The oldest, the one in the middle with the toothy grin, is
holding a cut off human head in his right hand and carrying the larger
head of a younger man more visibly in his left arm.

dressed in uniforms of the outlawed Kosovo Liberation Army holding a
number of severed heads.

Serbia-Montenegro will keep the issue of human rights violation in

New Evidence on Heinous KLA
Crimes in Kosovo

The following
disturbing
story, which was published by the Vecernje Novosti Daily on November 3rd, had already been confirmed to the ERP KiM Info
Service by the highest KFOR and UNMIK representatives. For the reasons of
investigation and due to lack of specific information (names of
perpetrators, victims and photos) ERP KiM did not publish this news
waiting for the end of the investigative process and the official UNMIK
Police report. However, the details of this story seem to have leaked from
UNMIK sources to the Vecernje Novosti, the Belgrade daily, which published
the text with photos and other specific details. Since the story has
already reached the public we find it important to present our readers
with the English translation as well as the hi-res copy of the article in
Serbian.
As far as ERP
KiM could learn, after the search of one of
Albanian houses in the village of Prilep in Decani Municipality, the UN
police investigating team found half burned album of war-time photographs
among which some remained intact by fire. Several of these photos
specifically show crimes committed by the KLA. The trophy photos were
taken with cut off heads of Serbs and mutilated bodies of other victims in
a style similar to moujaheddin trophy photos from Bosnia, Chechnya and
elsewhere. (http://www.kosovo.net/decapit.html) Decapitation
as a method of killing was unfortunately not uncommon neither in Bosnian
nor in Kosovo wars either. The body of Fr. Chariton Lukic, a monk of the Holy
Archangels Monastery, who had been abducted by KLA terrorists in July 1999 in
the streets of Prizren was found a year later without head.
ERP KIM Info
Service learned that upon finding of these photos the special UNMIK investigation team launched a
thorough investigation which lead to identification of most of men in KLA
uniforms. Organization for the missing Serbs was also
involved in identification of the Serb victim from the photo. It seems that the
incriminatory photos were taken in
the vicinity of Decani (in April or May 1999). Some of KLA gunmen on the
photos, the
international source who wanted to stay anonymous said to ERP KIM, still
occupy positions in Kosovo Protection Corps, an organization which is
headed by "General" Agim Cheku, recently arrested in Slovenia under
Interpol arrest warrant and inexplicably released next day on the special
request of UNMIK chief Mr. Hari Holkeri.
According to unofficial information circulating in UNMIK circles Holkeri
requested Cheku's release fearing wider unrest and conflict with still
powerful former KLA structures. It is a public secret in Pristina that
Holkeri's predecessor, Hans Haekkerup of Denmark received death
threats from Albanian extremists and was forced to leave Kosovo in 2001.
KLA Units in
the Decani-Pec area operated under the command of Ramush Haradinaj, the
present political leader of the AAK Party. His brother Daut Haradinaj, who occupied
a prominent position in the KLA (in fact he became a "general") was sentenced on
several years of prison last year together with some other former KLA
members (so called Dukagjini group) for crimes committed against
dissenting Kosovo Albanians. Haradinaj brothers are also suspected of
having supported rebellion of ethnic Albanians in the neighboring
Macedonia in 2001. In the last two years several Kosovo Albanian
witnesses who agreed to cooperate with UNMIK police on the Haradinaj's
case were either killed or were threatened. One of the key witnesses was
Tahir Zemaj, a leader of the rival ethnic Albanian rebel group (FARK) and a close associate of the Kosovo's President
Ibrahim Rugova. Zemaj was assassinated in 2002. Not a single of these
mysterious assassinations of potential witnesses against KLA "heroes" has
ever been elucidated by the police.
It is no
secret that beside many Kosovo Serbs who were executed by the KLA during
and after the armed conflict in 1999 there were also dissenting Kosovo
Albanians, mostly supporters of the rival political groups and mafia clans, who were killed or abducted. The following article, published by
the Vecernje Novosti throws some more light on heinous crimes committed by
"Kosovo Liberation Army". ERP KIM has not managed to learn more on how
much investigation on this specific crime has progressed, but it is absolutely undeniable that UNMIK and KFOR
structures possess more than enough evidences on crimes of KLA and their
post war successor "Kosovo Protection Corps". As ERP KIM Info Service
heard from one unofficial UNMIK source the reason why such information are
not publicized is a fear of possible conflict with the KLA structures
which still operate under different names and ways in Kosovo.
Revealing the
truth on this KLA crime is one more reminder to the Hague Tribunal and the
international community that there are many war and post-war crimes in
Kosovo which request urgent investigation, particularly because the
initiators and ideologists of this terror campaign still control Kosovo
political scene and do not allow any progress in building multiethnic and
democratic society. Hopefully one day we will learn the truth about all
960 Serbs who were killed after the end of the armed conflict, despite the
presence of the UN Mission and the NATO led peacekeepers.

to publish photos of such disturbing contents we also ask apology from our
readers. However, it is our hope that re-publishing this article in
English will also shed more light on war and post-war reality in Kosovo.

Despite the passing years, crimes never expire. Nor are they forgotten.
Members of the notorious so-called Kosovo Liberation Army (KLA), who waged
a campaign of terror in Kosovo and Metohija for many years, especially
against the Serbian population (in 1999 the KLA had approximately 20,000
armed men) continue to roam the southern province today wearing different
badges and under different names, doing everything possible to achieve
their grand dream - an independent, Albanian Kosovo.
Searching for sources and examples of this evil, the reporters of "Novosti"
recently discovered a horrific photograph, the best illustration of the
bloody feasts of the members of the KLA.
On the large photograph, we see three members of the KLA in uniform. The
oldest, the one in the middle with the toothy grin, is holding a cut off
human head in his right hand and carrying the larger head of a younger man

Exposing themselves to the
possible risks that investigations of this sort entail, the
journalists of "Novosti", after some days of searching and
cross-referencing facts from multiple sources, arrived at information
they could "revisit" this case with relative reliability and "revive"
this photograph of a horrible scene.
THE PLAYERS: The Albanian in the middle of the victory celebration is
Sadik Chuflaj, a member of the KLA from the Decani area.
The young man to his left is his son Valon Chuflaj, born in April 1981
in the village of Prilep, municipality of Decani. He has an UNMIK
identity card and is now a member of the Kosovo Protection Corps with
the rank of lieutenant. He works in the inspector's office in Pec.
UNMIK has taken disciplinary measures against him on two occasions.
It is assumed that these murderers belonged to one of the units
commanded by Ramush and Daut Haradinaj, which operated in the zone of
Decani - Pec.
With great caution and piety, after cross-checking, our reporters were
led to the assumption that the visible human head on the right is the
head of Bojan Cvetkovic, born in Nis in 1972. A comparison with a
photograph published in the book "Junaci otadzbine" /Heroes of the
Fatherland/ also leads us to the same assumption. |

Still in Uniform
THE LOCATION: Bojan Cvetkovic, a sales clerk from Nis, volunteered for
duty /in the Yugoslav Army/ after the aggression of NATO forces against
our country. At the beginning of April 1999 he was mobilized in the
Pristina Corps in the 549th Motorized Unit.
His days as a soldier were few. On April 11 he was abducted by members of
the vicious KLA on the Prizren - Pristina road near Suva Reka.
Four other soldiers were captured at the same time: Zarko Filipovic,
Dragoljub Tanaskovic, Dragan Vucetic and Zivota Topalovic.
Traces of all five men disappeared on that day.
THE CRIME: The dreadful question presents itself whether all five Serbian
soldiers were killed on the same day, and in the same fashion.
The second photograph reveals a horrific spectacle: Sadik Chuflaj is
placing one of the cut off heads in a large bag!
Is the bag full of the heads of young Serbian men?
This story and these photographs are just a small part of the crimes by
ethnic Albanians committed by members of the so-called Liberation Army.
Today these same men wear the uniforms of the Protection Corps
(approximately 5,000 members of the former KLA are in the Corps),
establishing "multiethnic order" in devastated Kosovo.
Thus, they are protected by the international community. Thus, all their
crimes have been forgiven. Thus, their wartime leaders and their
commanders, now dressed in elegant uniforms, can travel to the capitals of
the world and participate in roundtable discussions where they supposedly
discuss peace.
Will anyone, the people in UNMIK, for example, recognize if not the
severed head of young Bojan Cvetkovic, then the bloody hands of Sadik
Chuflaj and his son, and bring them in for an informational talk or for
questioning? Will they hold them accountable or bring them into a
courtroom to face justice? There is little chance of it - but we will see.
Apology
In publishing these difficult, tragic and authentically crude photographs,
the editors of "Novosti" seek only to demonstrate the full brutality of
the violence and crimes committed by ethnic Albanian terrorists in Kosovo
and that both the criminals and the victims can be recognized in the
photographs. Perhaps this will bring further new truths to light.
We wish to extend our apologies to the Cvetkovic family for publication of
assumptions and these comparisons, as well as to our readers whose
sensibilities cannot endure this degree of authenticity.

BELGRADE -- Monday - Serbia's prime minister has called on the
international community to react to a photo published in a Belgrade
newspaper today showing a group of people dressed in uniforms of the
outlawed Kosovo Liberation Army holding a number of severed heads.
Zoran Zivkovic used the continuation of a no confidence debate in his
government today to appeal to the United Nations mission in Kosovo, the
multinational peacekeeping force and the international community as a
whole to identify the people in the photo in Vecernje Novosti, arrest and
convict them.
"We kept being told in The Hague [war crimes tribunal] that there's no
evidence of war crimes committed in Kosovo by the Albanian side", said
Zivkovic. "Now we have a document and it takes just a little effort to
identify the people in the photo and convict them".

Belgrade, Nov 3, 2003 - Speaker in the Parliament of Serbia-Montenegro
Dragoljub Micunovic said that Serbia-Montenegro will keep the issue of
human rights violation in Kosovo-Metohija open in the Council of Europe (CoE)
until the CoE adopts a binding resolution on the protection of human and
minority rights in the province.
After meeting with Serb representatives from Kosovo-Metohija, Micunovic
said that he believed that Serbia-Montenegro was on the right path in its
coordinated activities in defending the rights of Serbs in the province,
adding that there was a widespread consensus on that issue in the state
union's parliament.
Serbian Deputy Prime Minister and Head of the Coordinating Centre for
Kosovo-Metohija Nebojsa Covic said after the meeting that the issues of
solving human rights problems and decentralising the province's
institutions have been launched in the CoE.
He said that the existence of certain "parallel
institutions" in the province was necessary so that the Serb ethnic
community in Kosovo-Metohija could survive.
Head of Povratak Coalition caucus in the Kosovo Assembly Dragisa Krstovic
expressed hope that the CoE would do everything to promote human rights in
the province so that Serbs in Kosovo-Metohija could obtain better living
conditions.
